What is Pre-Construction and Why Do Most Builders Charge for It?
Pre-construction is the phase before a shovel breaks ground. It includes preliminary budgeting, scope development, subcontractor outreach, value engineering, and the early planning work that determines whether a project is financially viable before significant money is spent.
Most general contractors and home builders charge a pre-construction fee. This fee can range from a few thousand dollars to tens of thousands depending on the size and complexity of the project. Builders justify this by saying pre-construction takes time and expertise, which is true. But there is another reason most builders charge for it that is rarely stated directly.
Pre-construction fees are a way for builders to get paid for providing an estimate. When a builder charges you for pre-construction they are monetizing the sales process. You are paying them to tell you what your project might cost. Whether you hire them or not they have already made money from you. This collaborative budgeting process is one of the most important things we do. Our goal is to eliminate unexpected change orders caused by missed or misunderstood materials and selections. A change order mid-build is not just a cost. It is a disruption to the schedule, a source of stress for the client, and often a sign that the pre-construction process was not thorough enough. We take pre-construction seriously precisely so that surprises during construction are rare rather than routine.
We provide this level of budget development before you are committed to anything. For destination projects, construction management engagements, or complex sites requiring extended pre-construction scope a fee may apply — and we will always be transparent about what is involved and what it costs before you commit to anything.
We also welcome being brought in alongside architects and interior designers at the earliest stages of a project. Many of our best collaborations begin before plans are finalized, when there is still time to make design decisions that protect the budget rather than blow it. This is not standard in the industry. Most builders are not involved until plans are complete and they are bidding a finished set of drawings. By then the design decisions that most affect cost have already been made. We think that is backwards.
When Does Slate & Ember Charge for Pre-Construction?
For most local projects in El Dorado Hills, Granite Bay, Folsom, and the surrounding foothills we provide pre-construction budget guidance, preliminary estimates, and early project consultation at no charge. This is how we earn your trust before you commit to anything and we believe it is the right way to start a relationship.
However there are situations where a pre-construction or project management fee is appropriate and we will always tell you directly when that is the case before any work begins.
Destination projects. For projects in Malibu, Maui, the Bay Area, or other locations outside our primary market, travel expenses, site visit costs, and the time required to research local permitting, subcontractors, and market conditions may be billed as a pre-construction fee. We will always scope this clearly and quote it before proceeding.
Construction management and owner's representative engagements. In some cases Slate & Ember acts not as the general contractor but as the client's representative — coordinating between the client, architect, designer, and a local general contractor or trade partners. This is particularly common on destination projects or highly complex builds. In these engagements Slate & Ember provides professional construction management services which are billed accordingly.
Complex sites or extended pre-construction scope. If a project requires multiple site visits, extensive subcontractor coordination, detailed engineering analysis, or weeks of dedicated pre-construction work before a client is ready to commit, a fee for that work is reasonable and we will discuss it openly.
In every case the fee structure is transparent, agreed upon in writing before any work begins, and directly tied to the value and scope of the services provided. We never charge for a conversation. We never charge for a preliminary budget estimate on a local project. And we never surprise a client with fees they did not know were coming.
What to Ask Any Builder About Pre-Construction
Before signing with any builder ask these questions:
- Do you charge a pre-construction fee and what does it include?
- Will you provide a preliminary budget before I commit to anything?
- Are you willing to walk a property with me before I make an offer?
- How early in the design process do you get involved?
- Will you review the budget with my entire project team including my designer and architect?
- If your project is outside the builder's primary market, how do they handle travel, subcontractor relationships, and local permitting requirements?
A builder who charges for every conversation before a contract is signed is a builder whose financial interests are not yet aligned with yours. A builder who invests time early, reviews the numbers with your whole team, and works to eliminate surprises before they happen — that is a different kind of builder.
